Big News!! New WyoTESOL Organization Now Forming!!!
We are pleased to inform you that a new TESOL affiliate is now being formed, and you are being invited to join us! WyoTESOL will be centrally located in Cody, Wyoming and will offer professional development for educators of all levels.
TESOL (Teachers of English to Speakers of Other Languages) is a Global Education Association headquartered in Alexandria, Virginia which was founded in 1964. Since its inception 45 years ago, TESOL’s mission has been to develop and maintain professional expertise in English language teaching and learning for speakers of other languages worldwide.
Our WyoTESOL affiliate will offer local and accessible professional development for all educators who work with students whose native language is other than English. WyoTESOL will provide a venue for educators to meet, discuss, and exchange solutions to various issues related to English-language teaching. Our affiliate will have three different Interest Sections designed to address the unique demands of language teaching in various settings: Adult Education (for university and community college instructors; K-12 Bilingual Education (for K-12 educators), and On-Line ESL Education (for on-line ESL instructors).
WyoTESOL will hold its first annual 2-day conference in Cody this April 23-24, 2010 and will publish a quarterly on-line newsletter with information and ideas designed to enhance and promote professionalism and student achievement. Membership at all levels is only $10.00 per year: a small investment which promises to yield great benefits for your students.

If you attend our 1st Annual WyoTESOL Conference in April, you will be able to meet and speak with the WyoTESOL Board nominees. Ballots will be sent out electronically after the conference. Votes will be tallied and the results of the election will be announced here in WyoTESOL News by the end of May 2010.
Below please find short bios of all the Board nominees:
WyoTESOL President, George Miller

George Miller is President of Glacier Bay Training a subsidiary of Eleutian Technology. George is highly motivated, intuitive and effective in managing time and resources to build strong partnerships and creative environments. A dynamic learning centered innovator with a strong record of achievement combining skills in diverse areas of systems integration, leadership, program development, and project management. George holds a Bachelor’s degree in Anthropology from the University of Utah and a Master’s degree in Adult Education from Oregon State University. He enjoys whitewater rafting, fishing, and skiing. George’s other interests include writing, recording, and performing music, and teaching yoga.
WyoTESOL First Vice-President, Susan Watkins
Susan Watkins is a veteran educator with over twenty-five years of professional experience. She has taught all levels of ESL from elementary grades through college. She also has extensive experience teaching English composition, Developmental Writing and Elementary Education courses at the college level. Susan holds degrees from the University of California, Irvine; California Polytechnic University, Pomona; California State University, San Bernardino; and Azusa Pacific University. She is a fully-licensed teacher (with an ESL endorsement) in the states of Wyoming and California. In addition, she is also a fully-licensed School Counselor in both states. She was hired by Glacier Bay Training as Director of Program Development in June 2009 to design and implement the company’s educational training programs.
WyoTESOL Second Vice-President, Mary Anderson
Mary Anderson came into the ESL Education Administration field as a segue from her 20-year career in Food Service Management. She taught English for Boston Language Services in Milan, Italy from 2002-2003, specializing in business and conversational English with private sector clients. She started with Eleutian Technology in September 2007 and has been the Teacher Manager for the Cody, WY teaching center since May 2008. She holds a TEFL certificate from TEFL International/Interlingue School, Roma, IT; a B.A. in Fine Art and Music from the University of La Verne, La Verne, CA; an A.O.S. in Culinary Arts from New England Culinary Institute, Essex, VT; and a B.S. in Food Service Management from New England Culinary Institute, Montpelier, VT. Mary is also an aspiring visual artist and feature screenwriter and is a member of Soroptimist International, Cody Chapter.. Wy
oTESOL Secretary/Treasurer, Elizabeth ParkerElizabeth is originally from Tennessee. She has an Associate of Science Degree in Early Childhood Education from Troy University and a Bachelors of Arts Degree in Elementary Education from David Lipscomb University. She has taught in the public school system in Colorado, Mississippi, and Alabama (USA) and has also taught Spanish, Literature, Psychology, and Spelling at Mobile Christian School in Mobile, Alabama. She has taught toddlers (1 year) and preschoolers (3 years) at the Migrant/Seasonal Head Start program in Powell, Wyoming and is currently the director of the Powell Christian Preschool. She has been teaching English for Eleutian Technology since November, 2007 and began working with Glacier Bay Training in the fall of 2008 as the Home Stay Coordinator.
Member-at-Large, Misty Rios
Misty Rios is the Director of Teacher Operations for Eleutian Technology. She is the younger of two children and was raised in Gillette, Wyoming. After graduating with a Bachelor of Arts in Accounting, she moved to Seattle, Washington where she worked as a government auditor at Boeing; as a pharmaceutical analyst at Group Health Cooperative; and as a procurement manager for Microsoft on the Xbox 360 Team. She moved back to Wyoming to be closer to her family and to enjoy the great outdoors. She finished her Master's degree in Marketing in 2007 while working for a telecommunications company as the marketing coordinator. When she's not working, she enjoys hiking, camping, quilting, fishing, golfing, running, biking, spending time with her family and keeping up with all her animals--three dogs, a cat, two birds, and fish. She was married on May 31, 2008 and has two bonus (step)children, ages 4 and 7, and is expecting in July 2010.
After elections are held, the Board is responsible for selecting three Interest Section Chairs (one each for Adult Ed/Higher Education, K-12/Bilingual Education, and On-line Education). After their selection, Interest Section Chairs will sit on the Board to respresent the interests of their sections. Names of Interest Section Chairs will be announced with the results of the Board elections by the end of May.
WyoTESOL Constitution
ARTICLE I
Name The name of this Association shall be Wyoming Teachers of English to Speakers of Other Languages (WyoTESOL), an affiliate of the international organization of Teachers of English to Speakers of Other Languages (TESOL).
ARTICLE II Purposes
Section 1
WyoTESOL is a non-profit organization whose purposes are to promote scholarship, facilitate advocacy, disseminate information, provide opportunities for discussion and study in TESOL and Bilingual Education, and support research and scholarship in these fields.
Section 2
This association is organized exclusively for educational purposes, including the making of distributions as an organization that qualifies as exempt under Section 501(c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United Internal Revenue law).
Section 3
Notwithstanding any other provision of these articles, the Association shall not carry on any other activities not permitted to be carried on by an organization exempt from Federal income tax under Section 501(c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue law).
Section 4
All monies of the organization shall only be disbursed in the support of the purposes of this organization and shall not be disbursed to any member of the organization for his or her own private gains. Monies may be disbursed only with the approval of the Board and/or the majority of members in good standing at a business meeting.
ARTICLE III Membership
Membership in WyoTESOL shall be open to all individuals who, at any educational level, teach English to speakers of other languages, as well as to those preparing for such teaching or otherwise interested in ESOL.
ARTICLE IV Meetings and Quorum
The annual business meeting of the Association shall be held in the spring. Those members present at this meeting shall constitute a quorum.
ARTICLE V Officers and Standing Committees
Section 1 Officers
The elected officers of the Association shall be: Past-President, President, First Vice-President, Second Vice-President, Secretary/Treasurer, and Member-at-Large. The Second Vice-President shall succeed to First Vice-President, First Vice-President shall succeed to President, and the President to the Past-President.
Section 2 Presidents’ Council
The Presidents’ Council shall consist of the Past-President, President, First Vice-President, and Second Vice-President.
Section 3 Board
A. The Board shall consist of the elected officers, the Chair and Vice-Chair of each Interest Section, and Student Member Representatives. All shall be voting members of the Board.
B. The President of WyoTESOL shall each year, with the approval of the Board, appoint any other committee chairs or other 1-year positions, as appropriate, as voting members of the Board.
C. The Board shall direct the work of the Association under the general policies determined by the membership.
Section 4 Nominating Committee
The Nominating Committee shall consist of four members, with one being the Past-President who acts as the Chair. The members of this Committee are appointed by the Past-President at or before the annual conference. Members serve for one-year, preparing the slate of officers for the next annual business meeting.
ARTICLE VI Amendments
Amendments to the constitution may be made by a two-thirds majority of the members present at any regular meeting, provided that notice has been given to members at least thirty days before the amendments are voted upon.
ARTICLE VII Incorporators and Board of Trustees
Section 1
The names and addresses of the incorporators of this Association shall be as follows: George Miller, Susan Watkins, and Elizabeth Parker.
Section 2
The names and addresses of the Board of Trustees shall be the Past-President, and the Secretary/Treasurer.
ARTICLE VIII Registered Agent
The name of the registered agent and the address of the registered office shall be the name and address of the current Secretary/Treasurer.
ARTICLE IX Earnings
No part of the net earnings of this Association shall inure to the benefit of, or be distributed to, its members, trustees, officers, or other private persons, except that the association shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article hereof.
ARTICLE X Dissolution
Upon the dissolution of the association, the Board shall make provision for the payment of all the liabilities of the Association. All remaining finances or properties of this organization become sole properties of the international TESOL organization or another nonprofit organization of like interests.
WyoTESOL By-Laws
ARTICLE I Membership
The annual dues shall be $10.00 per year.
Section 2 Publications
Members shall receive the publications of the organization.
Section 3 Membership Year
The membership year shall be for one year beginning with the month of payment of annual dues.
ARTICLE II Duties of the Officers
Section 1 President
The President shall preside at all business meetings of the Association and at all meetings of the Board and Presidents’ Council. The President shall be an ex-officio member of all committees.
Section 2 First Vice-President
The First Vice-President shall assume all the duties and responsibilities of the President in his/her absence. The First Vice-President shall be the Chair for the annual conference.
Section 3 Second Vice-President
The Second Vice-President shall aid the First Vice-President with the annual conference.
This aid would include helping with site arrangements, securing speakers and presentations, preparing the program, and performing any other duties deemed necessary and appropriate to produce the annual conference.
Section 4 Secretary/Treasurer
The Secretary/Treasurer shall record the minutes of each meeting, update and publish the
membership directory and constitution, and conduct the correspondence of the Association unless otherwise specified. The Secretary/Treasurer shall also collect and dispense the funds of the Association and shall keep all financial records.
Section 5 Interest Sections
The Chair of each Interest Section shall be a member of the Board. The Chairs shall be
responsible for promoting the affairs of their particular Interest Section and representing
their interest on the Board.
Section 6 Member-at-Large
The Member-at-Large on the Board shall be responsible for promoting membership and acting as a resource person for the Association.
Section 7 Newsletter Editor
The newsletter editor will be appointed by the President for a 1-year term. The newsletter editor will write and distribute the WyoTESOL newsletter to all members four times per year on the first of the following months: March, June, September, and December.
ARTICLE III Elections
Section 1 Elections
Elections shall be held each year within thirty days following the annual spring business meeting. The winners of the positions shall be determined by a majority of the votes collected by the deadline.
Section 2 Terms of Office
The election of a Second Vice-President and Member-at-Large is annual. The term of office for the Second Vice-President shall be one year, at which point the Second Vice-President then continues as the First Vice-President, etc. The term of office for the Member-at-Large shall also be one year. The election of the Secretary/Treasurer shall be held every two years. All elected officers’ terms of office shall begin June 1st following the election.
Section 3 Nominations
The Nominations Committee shall search for nominations for open Board positions. They will present the slate of nominations to the President and at the annual spring business meeting. Upon approval, they will also collect relevant biographical information from all nominees to send out with ballots.
Section 4 Filling of Vacancies
In the case of death or disability of the President, the Board shall appoint an acting President for the remainder of the elected President's term. In the case of the resignation of the President, the resigning President, with the approval of the Board, shall appoint an acting President for the remainder of the elected President's term. Vacancies among the other members of the Board shall be filled by a majority vote of the Board.
ARTICLE IV Amendments
Amendments to the By-Laws may be made by a two-thirds majority of the voting members of the Board. Such changes shall be reported to the membership.
ARTICLE V Roberts Rules of Order, Revised
Roberts Rules of Order, Revised shall govern the meetings of the Wyoming Teachers of English to Speakers of Other Languages (WyoTESOL) in all cases to which they are applicable.
ARTICLE VI Interest Sections
Section 1 Membership
Members of WyoTESOL at the time of joining or of renewing membership, shall indicate their primary Interest Section, from among the following: Higher Education/Adult Education, K-12/Bilingual Education, or On-Line ESL Education.
Section 2 Meetings
Each Interest Section listed above shall conduct a business meeting during the annual spring
Conference of the Association. One item of business at the meeting shall be the election of a Vice-Chair. Each Interest Section shall also host one Interest Section workshop or mini-conference apart from the annual spring conference (most likely in the fall of the year—but not during the three weeks prior to or following the TESOL conference).
Section 3 Officers
The officers of each Interest Section shall be the Chair and the Vice-Chair, who shall be the Chair-elect. The Vice-Chair shall be elected by each Interest Section during its annual spring business meeting. Each position shall be for one year. At the end of the one-year term, the Vice-Chair then continues as the Chair for a one-year term.
